Health & Safety Plan

This Health & Safety Plan outlines the arrangements, responsibilities, and procedures PM Technical Services Ltd will implement to ensure safe working practices across all mechanical, plumbing, HVAC, water treatment, and commissioning activities. It supports compliance with UK legislation, industry best practice, and client-specific requirements, ensuring that all work is carried out safely, efficiently, and with full consideration of the health and wellbeing of all personnel and stakeholders.
 

Scope
 

This plan applies to:

 

  • All PM Technical Services employees, contractors, and subcontractors engaged in operational, supervisory, or managerial duties, regardless of location or project type.

  • All operational activities carried out on PM Technical Services or client premises, including installation, maintenance, commissioning, inspection, and remedial works.

  • All phases of work, including planning, mobilisation, delivery, testing, commissioning, and project close-out, ensuring safety is embedded throughout the lifecycle of every task.

 

Health & Safety Objectives
 

PM Technical Services aims to:
 

  • Prevent injury, ill health, and unsafe conditions by implementing proactive risk management, robust planning, and continuous monitoring of work environments.

  • Ensure compliance with the Health and Safety at Work etc. Act 1974 and associated regulations, including CDM 2015, COSHH, PUWER, and other relevant statutory requirements.

  • Deliver safe, efficient, and compliant services that meet or exceed client expectations
    and regulatory standards.

  • Promote a positive safety culture across all operations, encouraging open communication, hazard reporting, and shared responsibility for safety.

  • Continuously improve health and safety performance through audits, training, lessons learned, and regular review of procedures and documentation.


 

Responsibilities
 

Directors / Senior Management
 

  • Provide leadership, strategic direction, and adequate resources to ensure health and safety is prioritised across all business activities.

  • Approve policies, RAMS, and safe systems of work, ensuring they reflect current legislation, industry standards, and client requirements.

  • Ensure compliance with statutory obligations and contractual commitments through oversight, audits, and performance reviews.

  • Review health and safety performance regularly and drive continuous improvement initiatives across the organisation.

 

Project Managers / Supervisors
 

  • Implement this plan on all projects, ensuring that safety arrangements are communicated, understood, and followed by all personnel.

  • Prepare, review, and communicate RAMS, ensuring they are site-specific, accurate, and reflective of actual working conditions.

  • Conduct site briefings, toolbox talks, and ongoing communication to reinforce safe working practices and highlight emerging risks.

  • Monitor site conditions, enforce compliance with safety procedures, and intervene immediately where unsafe behaviour or conditions are identified.

  • Report and investigate incidents, near misses, and hazards, ensuring corrective actions are implemented promptly.

 

Engineers / Technicians
 

  • Follow RAMS, site rules, and safe systems of work at all times, ensuring tasks are carried out safely and in accordance with training.

  • Use tools, equipment, and PPE correctly, maintaining them in good condition and reporting any defects or concerns immediately.

  • Report hazards, unsafe conditions, or procedural issues promptly to supervisors to prevent escalation or harm.

  • Participate actively in briefings, training sessions, and safety checks to maintain competence and awareness.

 


Health & Safety Representative
 

  • Provide competent advice and support to management, supervisors, and operatives on all health and safety matters.

  • Conduct inspections, audits, and monitoring activities to verify compliance with legislation and internal procedures.

  • Maintain safety documentation, ensuring records are accurate, up to date, and accessible when required.

  • Assist with investigations, root-cause analysis, and development of corrective actions to prevent recurrence of incidents.

 

 

Risk Assessment and Method Statements (RAMS)
 

  • RAMS will be prepared for all tasks before work begins, ensuring hazards are identified, risks assessed, and appropriate control measures implemented.

  • RAMS will be site-specific and reflect actual conditions, including environmental factors, access constraints, and interactions with other trades.

  • All personnel must read, understand, and sign RAMS before starting work, confirming their awareness of risks and required controls.

  • RAMS will be reviewed and updated if conditions change, new hazards emerge, or client requirements are amended.

 

Key risks addressed include:
 

  • Working at height, including use of ladders, MEWPs, and temporary platforms.

  • Use of ladders and tower scaffolds, ensuring compliance with manufacturer guidance and site rules.

  • Hot works, including welding, soldering, and grinding, with appropriate permits and fire watch arrangements.

  • Confined spaces, requiring atmospheric testing, rescue planning, and specialist training.

  • Chemical handling (COSHH), including safe storage, dosing, and disposal of water treatment chemicals.

  • Legionella control activities, ensuring compliance with ACOP L8 and site-specific water hygiene requirements.

  • Mechanical isolation and commissioning, ensuring safe lock-off and verification procedures.

  • Manual handling, including lifting, carrying, and movement of heavy or awkward loads.

  • Electrical hazards, including testing, isolation, and working near live systems (Subcontractors).

 

 

Training and Competence
 

PM Technical Services ensures all personnel are:
 

  • Competent and trained for their roles, with qualifications and experience appropriate to the tasks they perform.

  • Provided with induction, toolbox talks, refresher training, and task-specific instruction to maintain awareness of hazards and safe practices.

  • Qualified for specialist tasks such as Legionella control, chemical dosing, commissioning, and operation of specific equipment.

  • Training records are maintained, reviewed regularly, and updated on training matrix to reflect new skills, qualifications, or regulatory changes.

Safe Systems of Work

 

PM Technical Services maintains safe systems of work including:

  • RAMS that define hazards, risks, and control measures for each task.

  • Permit to work systems, ensuring high-risk activities are controlled, authorised, and monitored.

  • Lock-out / tag-out procedures to prevent accidental energisation of mechanical or electrical systems.

  • Chemical handling procedures that ensure safe storage, transport, dosing, and disposal of hazardous substances.

  • Equipment inspection and maintenance schedules to ensure tools and machinery remain safe and fit for purpose.

  • PPE requirements that specify mandatory and task-specific protective equipment.
     

All systems are communicated clearly, enforced consistently, and reviewed regularly.
 

 

Asbestos Management
 

  • PM Technical Services will not disturb any material suspected of containing asbestos and will ensure all operatives understand the risks associated with asbestos exposure.

  • Work will only proceed in areas confirmed asbestos-free through an up-to-date Asbestos Register provided by the client or Principal Designer.

  • If suspected ACMs are discovered, work will stop immediately, the area will be isolated, and the site contact will be notified to prevent exposure.

  • Only licensed asbestos contractors will undertake removal, encapsulation, or sampling where required, ensuring safe and compliant handling.

  • All personnel will receive asbestos awareness training appropriate to their role, enabling them to recognise potential ACMs and respond appropriately.

 

 

Personal Protective Equipment (PPE)
 

  • PM Technical Services provides all operatives with task-appropriate PPE, ensuring it meets relevant standards and is suitable for the hazards present.

  • PPE requirements will be identified through task-specific risk assessments and COSHH, ensuring operatives are protected from mechanical, chemical, thermal, and environmental hazards.

  • Supervisors will ensure PPE is worn correctly, maintained in good condition, and replaced promptly when damaged or worn.

  • Operatives must report defective PPE immediately and must not undertake work without appropriate protection.

 

 

Provision of Welfare Facilities
 

  • PM Technical Services ensures access to welfare facilities, including toilets, hand-washing facilities, drinking water, and rest areas.

  • Welfare arrangements will be reviewed regularly to ensure they remain adequate, clean, and accessible throughout the project.

  • PM Technical Services will coordinate with the Principal Contractor to ensure welfare facilities are maintained and any deficiencies are addressed promptly.

  • Additional welfare provisions, such as drying rooms or changing areas, will be provided where required by the nature of the work.

 

 

Communication and Consultation with Employees
 

  • PM Technical Services maintains open communication channels to ensure all personnel are informed of safety requirements, changes to procedures, and emerging risks.

  • Toolbox talks, safety briefings, and site inductions will be delivered regularly to reinforce safe working practices and ensure consistent understanding.

  • Employees are encouraged to raise concerns, hazards, or improvement suggestions without fear of reprisal, supporting a positive safety culture.

  • Safety updates, procedural changes, and incident learnings will be communicated promptly to ensure continuous improvement.

 

 

Emergency Procedures
 

  • PM Technical Services will follow site-specific emergency arrangements, ensuring all personnel understand evacuation routes, assembly points, and alarm systems.

  • Emergency procedures will be communicated during induction and reinforced through toolbox talks and site briefings.

  • PM Technical Services will ensure emergency contact numbers, first aid arrangements, and spill response procedures are clearly displayed and accessible.

  • All staff will be briefed on fire safety, chemical spill response, and incident reporting procedures to ensure rapid and effective action in an emergency.

 

 

First Aid Provision
 

  • PM Technical Services ensures adequate first aid provision, including supply of first aid kits.

  • First aid arrangements will be confirmed during site induction, ensuring all personnel know how to access assistance quickly.

  • All injuries, regardless of severity, must be reported and recorded to support accurate monitoring and improvement.

  • First aid equipment will be inspected regularly and replenished as required.

 

Hazardous Substances / COSHH
 

  • All hazardous substances will be assessed under COSHH Regulations before use, ensuring risks are identified and appropriate control measures implemented.

  • PM Technical Services will maintain COSHH assessments and Safety Data Sheets (SDS) for all chemicals brought to site, ensuring operatives understand hazards and safe handling requirements.

  • Substances will be stored, handled, and disposed of in accordance with manufacturer guidance, site rules, and environmental regulations.

  • Control measures such as ventilation, PPE, containment, and spill kits will be implemented to minimise exposure and prevent environmental contamination.

 

 

Work Equipment Provision and Safety
 

  • All work equipment will comply with Regulations, ensuring it is suitable, maintained, and safe for its intended use.

  • Equipment will be inspected before use, with defects reported immediately and defective items removed from service.

  • Only trained and competent personnel will operate specialist equipment such as pumps, dosing rigs, testing instruments, and power tools.

  • Maintenance schedules will be followed to ensure equipment remains in safe working condition.

 

 

Manual Handling
 

  • Manual handling risks will be assessed and avoided where reasonably practicable through use of mechanical aids, improved planning, or alternative methods.

  • Operatives will receive manual handling training to ensure safe lifting techniques and awareness of personal limitations.

  • Loads will be assessed for weight, shape, stability, and route hazards before lifting, ensuring safe movement and reducing strain.

  • Unsafe lifting practices, such as twisting while carrying or lifting excessive loads, are strictly prohibited.

 

 

Duties Under the Construction (Design and Management) Regulations.
 

PM Technical Services acknowledges and fulfils its duties as a Contractor under CDM, including:
 

  • Planning, managing, and monitoring work to ensure it is carried out safely and without risk to health, considering interactions with other trades and site conditions.

  • Cooperating with the Principal Contractor and providing all necessary information for the Construction Phase Plan, including RAMS, training records, and equipment details.

  • Ensuring all operatives are competent, trained, and provided with appropriate supervision to carry out their tasks safely.

  • Providing risk assessments, method statements, and relevant safety documentation prior to commencing work, ensuring transparency and compliance.

  • Ensuring workers have suitable welfare facilities throughout the project, in line with CDM requirements.

  • Reporting incidents and near misses in accordance with RIDDOR and site procedures, ensuring accurate monitoring and improvement.

  • Ensuring safe coordination with other contractors and trades on site, preventing conflicts, hazards, and unsafe working conditions.


 

Incident and Near Miss Reporting

 

  • All incidents, accidents, and near misses must be reported immediately to ensure timely investigation and corrective action.

  • PM Technical Services will record all events, maintaining accurate documentation to support trend analysis and continuous improvement. This will be added to the software currently used by PM Technical Services for incident reporting (Natwest Mentor).

  • Root-cause investigations will be conducted to identify underlying issues and prevent recurrence.

  • RIDDOR-qualifying incidents will be reported to the HSE in accordance with statutory requirements.

  • Lessons learned will be shared across the business to improve awareness and prevent similar incidents.
     


Welfare and Wellbeing

 

  • PM Technical Services ensures access to welfare facilities that support physical and mental wellbeing, including clean drinking water, sanitary facilities, and rest areas.

  • Mental health support will be available through open communication and professional resources where needed.

  • Workloads will be managed to prevent fatigue, stress, and overexertion, ensuring operatives remain fit for work.

  • Supervisors will monitor wellbeing and intervene where concerns arise.

 


Environmental Controls
 

  • PM Technical Services will prevent pollution and manage waste responsibly, ensuring materials are stored, handled, and disposed of in accordance with environmental regulations.

  • Chemicals will be handled safely, with spill kits available and operatives trained in spill response procedures.

  • Water and energy use will be minimised through efficient planning and use of equipment.

  • Environmental requirements set by clients will be followed, including site-specific restrictions and sustainability targets.
     

 

Monitoring and Review
 

  • Health and safety performance will be monitored through regular site inspections, internal audits, and client audits.

  • Incident analysis will be used to identify trends, emerging risks, and opportunities for improvement.

  • Employee feedback will be encouraged and reviewed to support continuous improvement.

  • This plan will be reviewed annually or when significant changes occur, ensuring it remains current and effective.

 

 

Documentation and Record Keeping
 

PM Technical Services will maintain:
 

  • RAMS

  • Training records

  • Inspection and maintenance logs

  • Incident reports

  • Audit findings

  • Toolbox talk records

 

Documentation will be stored securely in protected teams room, retained for appropriate periods, and made available to clients upon request.

 

Plan Approval
 

This Health & Safety Plan is approved by senior management and communicated to all employees and contractors.
